Healthy Homes Standards and rental compliance, handled

Since 1 July 2025, every private rental in New Zealand must meet the five Healthy Homes Standards, on top of smoke alarms, insulation and your wider Residential Tenancies Act duties. We keep your Bay of Plenty property compliant and the records in order, so you are never caught out.

The five standards

The Healthy Homes Standards, in plain English

Every private rental must meet all five. Here is what each one actually means for your property.

Heating

A fixed heater in the main living room, powerful enough to warm it to at least 18°C. We size it correctly for the room, not just any heat pump that fits.

Insulation

Ceiling and underfloor insulation that meets the required R-values. Compulsory in rentals since 2019, and topped up where older insulation has thinned.

Ventilation

Openable windows in living rooms and bedrooms, plus extractor fans venting outside in every kitchen and bathroom, so moisture and damp have somewhere to go.

Moisture & drainage

Efficient guttering, downpipes and drainage, and a ground moisture barrier under any enclosed subfloor, to keep the home dry from underneath.

Draught stopping

Gaps and holes that cause noticeable draughts blocked off, and unused open fireplaces or chimneys closed, so the heating is not leaking straight outside.

Your compliance statement

Every new or renewed tenancy agreement must include a signed statement of the property's current Healthy Homes compliance. We prepare and keep it on file.

The rest of the compliance, kept current too

  • Smoke alarms. Working alarms are a legal requirement, with long-life photoelectric units for any new or replacement, positioned correctly near bedrooms. We install and test them.
  • Tenancy agreements & bond. A written agreement for every tenancy, and bonds lodged with Tenancy Services within the required 23 working days.
  • Residential Tenancies Act duties. Correct notice periods, the right to quiet enjoyment, proper inspections and records, all handled to the letter.
  • Insulation statements. Disclosed properly in the tenancy agreement, alongside the Healthy Homes compliance statement.
  • Privacy of tenant information. Applications and personal details handled under the Privacy Act, not left in an inbox.

Does my rental have to comply with the Healthy Homes Standards?

Yes. Since 1 July 2025 every private rental must meet all five standards, regardless of when the tenancy began.

What happens if my property is not compliant?

Non-compliance is unlawful and can lead to financial penalties through the Tenancy Tribunal. We keep the records and close any gaps so it does not get to that.

Do you handle the assessment and any work?

Yes. We assess against every standard, document where it stands, and coordinate any remediation with trusted local Bay of Plenty trades.
